Dubai's First-Time Home Buyer Programme is a free Dubai Land Department (DLD) scheme for UAE residents aged 18 or over who don't currently own a freehold home in Dubai and want to buy one for less than AED 5 million. Registered buyers get early access to launches, preferential prices from participating developers and better mortgage terms from five partner banks. This guide explains how the first time home buyer Dubai programme works in 2026, who qualifies, how to register and what it doesn't cover.
- Who qualifies: UAE residents of any nationality, aged 18 or over, who don't currently own freehold residential property in Dubai.
- Price limit: the home must be worth less than AED 5 million.
- Cost to join: nothing. Normal DLD registration fees and any developer or bank charges still apply.
- What you get: early access to launches and existing inventory, preferential prices, credit-card instalments for the registration fee, and better mortgage rates and fees.
- One time only: buying through the programme ends your first-time status, even if you sell later.
What is the First-Time Home Buyer Programme?
DLD and the Dubai Department of Economy and Tourism (DET) launched the programme on 2 July 2025 to help residents move from renting to owning. It supports the Dubai Economic Agenda D33 and the Dubai Real Estate Strategy 2033, which aims to raise home ownership rates. The perks come from participating developers and banks: DLD checks who is eligible and issues the QR code that unlocks them.
Take-up has been strong. In January 2026, DLD figures published by the Dubai Media Office showed more than 41,000 registered residents and over 2,000 first homes bought in the programme's first six months, worth more than AED 3.25 billion. Almost half (49%) of those buyers had lived in Dubai for more than five years without owning a home.
First time home buyer Dubai programme: who is eligible?
DLD sets four conditions, and everyone buying through the programme must meet all of them when they apply:
| Condition | Requirement | Good to know |
|---|---|---|
| Residency | UAE resident, any nationality | Emirati citizens get additional benefits |
| Age | 18 or older | No upper age limit is listed |
| Current ownership | No freehold residential property in Dubai | Owning property in another emirate, or in a non-freehold part of Dubai, doesn't disqualify you |
| Property value | Below AED 5 million | Applies to the home you buy through the programme |
| Buying jointly | Allowed | Only if every co-buyer is eligible |
Your first-time status is used up when you buy Buying through the programme ends your first-time buyer status permanently, even if you sell the home later. You can also use the benefits with only one partner developer and one participating bank, so compare offers before you commit.
What benefits do first-time buyers get?
DLD lists these benefits for registered buyers:
- Early access to property launches and existing inventory from participating developers.
- Preferential prices on selected units.
- A flexible payment plan for the DLD registration fee through eligible credit cards.
- Better home finance: improved interest rates and preferential fees from participating banks.
- Extra offers from individual developers and banks, plus additional benefits for Emirati citizens.
What it doesn't do: there is no fee to apply, but the programme doesn't waive the standard DLD registration fee or developer and bank charges unless a specific offer says so. A bank still assesses your income and debts before it approves a mortgage. For the full list of buying costs, see our guide to Dubai property fees.
Participating developers and banks
As of October 2026, DLD's programme page lists 21 developers: Azizi Developments, Binghatti Properties, Beyond Developments, DAMAC Properties, Danube Properties, Dubai Properties, Ellington Properties, Emaar, Majid Al Futtaim, Meraas, Nakheel, Palma Holding, Wasl, Sky View, Samana, Reportage, Qube, Manam, IRTH, Arada and 4Direction Developments. The banks are Commercial Bank of Dubai, Dubai Islamic Bank, Emirates NBD, Emirates Islamic and Mashreq.
You can browse current projects from several of them: Emaar, DAMAC, Nakheel, Azizi and Meraas. Not every unit in these projects is part of the programme or priced under AED 5 million, so confirm with the developer that a unit qualifies before you reserve it.

How to register for the First-Time Home Buyer Programme
- Sign in to the DLD website (MyDLD) or the Dubai REST app and open the First-Time Home Buyer service.

- Buy and register the property with DLD. Your QR code stays valid until you buy and register a property.
Agencies can register eligible applicants with DLD as well. If you would like help shortlisting qualifying projects and handling the paperwork, speak to our team.
How much deposit does a first-time buyer need in Dubai?
The programme doesn't change the Central Bank's mortgage rules. For a first home worth up to AED 5 million, which covers every programme purchase, the maximum loan-to-value (LTV) ratios are:
| Buyer | Maximum loan (LTV) | Minimum down payment | Example: AED 1.5 million home |
|---|---|---|---|
| UAE national, first home | 85% | 15% | AED 225,000 down |
| Expatriate, first home | 80% | 20% | AED 300,000 down |
Mortgage terms run for up to 25 years, and your total debt repayments can't exceed 50% of your income. On top of the down payment, budget for the DLD registration fee and the other buying costs. For off-plan units, the developer's payment plan sets what you pay before handover. Our mortgage calculator estimates the monthly payment, and our guide to the minimum down payment in Dubai covers the rules in more detail.
Is the programme worth it for you?
For most residents buying their first home for less than AED 5 million, registering costs nothing and only adds options. The trade-offs are in the limits:
- Choice is limited to participating developers. A resale home bought from a private owner won't carry developer perks.
- One developer, one bank. Pick the pair whose combined offer is best before you use your QR code.
- It's a one-time status. If you plan to buy a small investment unit first and your own home later, decide which purchase deserves the perks.
- Preferential doesn't always mean cheapest. Compare the programme price with similar units in the same area and with other launches.
If you are buying off-plan, check that your payments go into the project's escrow account (see how escrow accounts protect off-plan buyers) and follow our step-by-step guide for first-time off-plan buyers.
Register before you shortlist Registration is free and the QR code stays valid until you buy, so register early. Then compare offers from several participating developers and banks before you commit to one of each.
